Sir,

I have the honour to address you on the subject of

› Goethe Goultier who has been an inmate here since 19th

April 1900. He was signed off by the French Consul at

Manila who sent him on here saying that the French ́ Consul

in Hongkong would pay for him. At that time he had lost

his papers, and you informed me that on that account you

could not undertake to become responsible for his

expenses here. As he has now found his papers and can

produce evidence of being a French subject I have to ask

,you if you can now do anything in the way of paying his

· expenses, while in hospital here.
